He was actively involved in state and federal efforts to restore depleted fisheries.
He was most resently member Pacific Fisheries Management Council.
He was formerly president Pacific Coast Federation of Fisherman's Associations.
Although he increasingly expressed frustration about what he perceived as government's inability to protect natural resources, he never gave up. "... He always rose above the petty politics surrounding the issues".
"He was regarded as a consensus maker ... who could build bridges between environmentalists an their traditional foes ..."
Cause of death not known. He had been depressed since his wife's death two weeks previously.

"The Doughty Family ...": figured in the Tichborne trial. It is not entirely clear from this source that he is the father of the first Doughty to emigrate to America
"Edward Doughty, his Life, ...": 'The family ... are related among others to the Tichbornes and shared in some of the trouble produced by "the Claimant" who figured in the celebrated law suit.'
In this trial one Arthur Orton AKA Thomas Castro the 'Tichborne Claimant' (1834-1898) claimed to the son of the late 10th Baronet, Sir James Francis Doughty Tichborne. The son who was in fact supposedly lost at sea was called Roger Charles Doughty-Tichborne (1829-1854); he was the elder brother of Sir Alfred Joseph Doughty-Tichborne, 11th Bt,
Until the 'McLibel' trial of 1997 (McDonalds vs Steel & Morris) the Tichborne trial had been the longest in British history (291 days)
